Arab World Democracy and Electoral Monitor (Al Marsad)

Al Marsad is Palestinian with regional diminution , independent, non partisan and non-profit NGO dedi-cated to promote good governance and democratic reform in public institutions, civil society organizations and local councils, and encourage political participation, through the monitoring of democratic development, raising citizens’ awareness‘ and elections monitoring. AL Marsad works in severla countreis such as Lebanon, Egypt, Tunis, Yemen, Kwwait, Morocco, Libya, Al Geria and Iraq. AL Marsad work in the filed of election reform, on national and local levels, providing technical assistance to election amangment bodies, ministries and Parlemnt as well as building the capcity of civic society organiztions on difrent election fields.

Vision & Mission

An independent, democratic, civil Palestinian state, guaranteeing public and political freedoms through the exercise of periodic elections.

It seeks to enhance good governance in national, local, and civil public institutions, and to enhance the democratic approach, by encouraging political participation, influencing legislation and public policies, monitoring democratic transformation, electoral reform, awareness, and capacity building.

In the promotion of democracy and good governance in Palestine and the Arab world, Al Marsad has 3 focus areas


  1. Promotion of good governance in public institutions, local councils and civil society organizations
    Objectives: 

    1. Promotion of decentralization and democratic reform in local government;

    2. Develop the Civic Society legal framework.


  1. Influencing the democratic development process
    Objectives:

    1. Enhance and develop youth and women political participation; 

    2. Increase and promote the transparency and accountability in the electoral process;

    3. Develop the Palestinian political system and reduce the political corruption. 


The organization was established following a regional conference held in Amman, Jordan, when 22 organizations gathered to exchange experiences and material on elections in particular and democratic development in general
